German cockroaches migrate through the warm plumbing-chase voids between the restaurant and the adjacent suites — so treating the visible surface in the affected tenant spaces never resolves anything because the colony reservoir is in the shared void. The fix is treating the void itself from the food-service tenant side with gel bait and IGR, coordinated with the tenant's own pest program (if they have one) or pulling them into the landlord-scope program.
